             This could be achieved only by designing a development-oriented hierarchical structure of urban centres with a view to provide a full range of institutional, commercial, industrial, and community service facilities which are needed for the productive functioning of urban centres as well as rural service centres, thereby achieving a sustainable balanced growth while conserving the environmental characteristics and improving the quality of life of all inhabitants.
